The mandatory membership requirements for annual reporting and Safe from Harm, outlined in the Constitution of WOSM
(Article VII.3.c and Article V.5.e), help to promote our shared goals
of being a fit for future organisation of ensuring accountability,
transparency, and a safer environment within National Scout
Organizations (NSOs) and across the Scout Movement.
In
addition, to be considered eligible for World Scouting Grants and
receive funding from WOSM, Member Organizations must be in full
compliance with their annual reporting obligations for at least the
previous year’s reporting cycle. This is essential to ensure that World
Scouting is able to guarantee and ensure the necessary reporting,
monitoring and evaluation requirements that partners and donors require
to fulfil contractual obligations. In the interim, Member Organizations
not fulfilling the annual reporting components of Safe from Harm are
required to demonstrate active engagement with the WOSM Safe from Harm
Service in working towards fulfilling this obligation.
NSO annual reporting requirements
Each organisation must update or submit the following on the WOSM Members Portal as part of their annual reporting to WOSM.
Contact information – Review and update the organisation contact details and appointees list.
Safe from Harm - Identify a Safe from Harm coordinator and upload the National Safe from Harm Policy and Safeguarding Reporting Procedure.
Census – Submit the membership numbers and estimated beneficiaries, as of 31 December of the most recent calendar year.
Reports – Upload the annual activities report and financial statement of the most recent calendar year.
Further guidance on how to update and submit this information
on the WOSM Members Portal can be accessed through the various support
articles found in this section of support.scout.org.
Reporting for NSO Federations
Federations
are expected to ensure that not only do they submit the required annual
reporting to WOSM, but that all their constituent associations also
meet the requirements by the annual deadline.
Federation membership census
The membership census of the NSO Federation is a consolidation of the
census submissions of all of its constituent associations. The census
can only be submitted through the constituent associations and cannot be
submitted at the Federation level.
Deadline for annual reporting to WOSM
To
meet the requirements of the NSO annual reporting to WOSM, everything
must be up to date or submitted by the deadline communicated in the
yearly Circular. The deadline is usually 1 October.
However,
organisations are asked to keep the Members Portal up to date by
amending information as soon as changes are made in the organisation or
information becomes available.
If your NSO is not able to provide the required information by the set deadline, please notify reporting@scout.org to discuss options and any support needed.
