Simple Motion
During the Conference, the large majority of votes are simple motion votes. Each Member Organization will have one (1) vote for the simple motion votes.
Here are the steps of how a delegation can cast their vote for simple motions:
- Login to the eVoting system, select the “Asia-Pacific Regional Conference” event, and be ready to cast your vote.
- When a vote is activated it will show on the left side of the screen including the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the right side of your screen with the options to cast your vote.
- Select the desired vote option of in favour, against or abstain to cast your vote.
- Carefully review your vote allocation is correct.
- Confirm your vote by clicking the “Confirm Vote” button.
- A confirmation that your vote has been submitted will appear.
- Once the vote is closed, the results will appear. You can see the overall results of the vote, plus how your delegation voted.
The vote results for simple motions are calculated in two ways, most of them will use Simple Majority of the votes cast. Some examples include voting on the Draft Resolutions, Amendments of the Draft Resolutions, and other decision by the Conference. The second calculation of the results is by Two-Thirds Majority of the votes cast, used for Amendments to the Constitution.
Events
During the Conference, the host of the future Regional Scout Conference and Youth Forum will be voted on. Because there are multiple bidders seeking to host the Regional Scout Event, the bidder with the most votes will be selected.
Here are the steps of how a delegation can cast their vote for multiple bidders for the Regional Scout Event:
- Login to the eVoting system, select the “Asia-Pacific Regional Conference” event, and be ready to cast your vote.
- When a vote is activated it will show on the left side of the screen including the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the right side of your screen with the list of bidders to cast your vote.
- Select the desired event bidder to cast your vote. You can cast only 1 vote.
- Carefully review your vote allocation is correct.
- Confirm your vote by clicking the “Confirm Vote” button.
- A confirmation that your vote has been submitted will appear.
- Once the vote is closed, the results will appear. You can see the overall results of the vote, plus how your delegation voted.
Election
During the Conference, delegations will vote to elect five (5) voting members of the Regional Scout Committee. Each Member Organization has the right to six (6) votes PER seat to be occupied. Since the Conference is electing 5 Committee members, each delegation has a total of 30 votes (6 votes times 5 seats).
Here are the steps of how a delegation can cast their vote for the election of the Regional Scout Committee:
- Login to the eVoting system, select the “Asia-Pacific Regional Conference” event, and be ready to cast your vote.
- The vote will be opened during plenary and the timing that the vote will remain open for is at the discretion of the Chairperson.
- When a vote is activated it will show on the left side of the screen including the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the right side of your screen with the options to cast your vote.
- The election is a secret vote, indicated by the “eye” icon. This also means that your vote is anonymous and how you vote is not associated to your account in the system.
- Select the 5 desired candidates to elect by allocating your votes accordingly. Each candidate cannot receive more than 6 votes and you cannot vote on more than 5 candidates. You may opt to not cast all your votes by allocating less than 6 votes to a candidate or selecting less than 5 candidates.
- Carefully review your vote allocation is correct.
- Confirm your vote by clicking the “Confirm Vote” button.
- A confirmation that your vote has been submitted will appear.
- Once the vote is closed, the results will remain unpublished.
- The results will NOT be published on the eVoting system, but will be announced during plenary. The 5 Regional Scout Committee members with the most votes will be elected and clearly announced during plenary in alphabetical order. The overall number of votes each candidate received will not be published.
