What are the types of votes and how do they work, during the Africa Scout Youth Forum?

Simple Motions 
During the Youth Forum, the majority of votes will be simple motions. Some examples include voting on the Formal proposals, Amendments to the Formal proposals, and other decisions by the Youth Forum. The vote results for the simple motions at the Youth Forum are calculated using Simple Majority of the votes cast. More than half of the votes in favour result in the motion being carried and a tie will result in the motion being defeated.
 
Each Member Organization has a right to two (2) votes at the Youth Forum. 
 
Here are the steps of how a delegation can cast their vote for simple motions:
  1. Login to the eVoting system, select the “9th Africa Scout Youth Forum” event, and be ready to cast your vote.
  2. When a vote is activated it will show on the left side of the screen including the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the right side of your screen with the options to cast your vote.
  3. Select the desired vote option of in favour, against or abstain.
  4. If you wish to split your vote, use the “split vote” toggle. You will then be able to distribute your two (2) votes across the different options.
  5. Carefully review your vote allocation is correct. 
  6. Confirm your vote by clicking the “Confirm Vote” button.
  7. A confirmation that your vote has been submitted will appear. 
  8. Once the vote is closed, the results will appear. You can see the overall results of the vote, plus how you voted.

Election
During the Youth Forum, delegations will also vote to elect six (6) Youth Advisors. Each delegation must cast a total of twelve (12) votes and no more than two (2) votes for any one candidate.
 
Here are the steps of how a delegation can cast their vote for the election of the Youth Advisors:
  1. Login to the eVoting system, select the “9th Africa Scout Youth Forum” event, and be ready to cast your vote.
  2. The vote will be opened during plenary and the timing that the vote will remain open for is at the discretion of the Chairperson.
  3.  When the vote is activated it will show on the left side of the screen including the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the right side of your screen with the options to cast your vote.
  4. The election is a secret vote, indicated by the “eye” icon. This also means that your vote is anonymous and how you vote is not associated to your account in the system.
  5. Allocate your twelve (12) votes to the desired candidates, with no more than two (2) votes for any one candidate.
  6. Carefully review your vote allocation is correct. 
  7. Confirm your vote by clicking the “Confirm Vote” button.
  8. A confirmation that your vote has been submitted will appear. 
  9. Once the vote is closed, the results will remain unpublished.
  10. The results will be published on the eVoting system and announced during plenary at the agreed upon time. The 6 Regional Youth Advisors with the most votes will be elected, in the case of a tie for the last seat, the youngest of the tied candidates will be elected. 
 
The overall number of votes each candidate received will be published, but since this is a secret vote, you will not be able to see how your or any delegation voted.
