What are the types of votes and how do they work, during the Arab Scout Conference and Youth Forum?

Simple Motion

During the Conference and Youth Forum, the large majority of votes are simple motion votes. Each Member Organization will have one (1) vote for the simple motion votes.

 

Here are the steps of how a delegation can cast their vote for simple motions:

  1. Login to the eVoting system at vote.scout.org, select the “30th Arab Scout Conference” or “5th Arab Scout Youth Forum” event, and be ready to cast your vote.
  2. When a vote is activated it will show under the active vote header. It will include the progress bar and timer. Click on the active vote. The details of the selected vote will appear on the other side of your screen with the options to cast your vote.
  3. Select the desired vote option of in favour, against or abstain to cast your vote.
  4. Carefully review your vote allocation is correct. 
  5. Confirm your vote by clicking the “Confirm Vote” button.
  6. A confirmation that your vote has been submitted will appear. 
  7. Once the vote is closed, the count of the votes will appear.
  8. The tellers will calculate the results and the Chairperson will make the announcement

 

The vote results for simple motions are calculated in different ways based on the Constitutions, By-laws and Rules of Procedure:

  • Some of them will use relative majority, or simple majority, of the attending members. Some examples include voting on the Reports and Triennial Plan, amending the by-laws of the Arab Scout Organization and the Recommendations of the Youth Forum. For a relative majority, or simple majority, vote, half plus one of the attending members must be in favour for the motion to be carried. 
  • Some will use the two-third majority of the members of the Region. Examples are the Constitutional Amendments of the Arab Scout Region and of the Arab Scout Organization. For a two-thirds majority, two-thirds or more of the Member Organizations of the Region have to be in favour for the motion to be carried. 
  • Some could use the absolute majority of the member of the Region. Examples are the interpretation of the Constitution. For an absolute majority, half plus one of the registered Member Organizations of the Region must be in favour in order for the motion to be carried.

Elections

During the Conference and Youth Forum, delegation will take part in several elections: for the Conference Officers, the Youth Advisors and the Regional Committee.

 

Here are the steps of how a delegation can cast their vote for an election:

  1. Login to the eVoting system at vote.scout.org, select the “30th Arab Scout Conference” or “5th Arab Scout Youth Forum” event, and be ready to cast your vote.
  2. When a vote is activated it will show under the active vote header. It will include the progress bar, timer and voter turnout. The Chairperson will announce the time allocated for your delegation to discuss and complete your vote.
  3. Click on the active vote. 
  4. The details of the selected vote will appear with the options available for casting your vote.
  5. Each delegation must cast 1 vote per vacancy of the election.
  6. Allocate your vote, or votes, across the desired candidate(s). Each candidate cannot receive more than 1 vote.
  7. Carefully review your vote allocation is correct. Note that once you have cast your vote no further changes can be made. 
  8. Confirm your vote by clicking the “confirm votes” button.
  9. A confirmation message that your vote has been submitted will appear. 
  10. The vote will be closed once all voters have voted, after the pre-set time has elapsed or when the Chairperson takes the decision.
  11. The vote count will be published on the eVoting system and displayed on screen for all participants.
  12. The Tellers will then determine the result of the election and confirm it to the Chairperson, who will make the announcement to plenary.

 

The results of the elections are calculated in different ways:

  • For the Youth Forum Committees and the Conference Officers elections, the candidates receiving the most votes will be elected for the role(s). In case of a tie for the last position, the youngest candidate will be elected.
  • For the election of the Youth Advisors, the the six (6) candidates receiving the most votes will be elected for the role of Youth Advisor. In case of a tie for the last position, the youngest candidate will be elected.
  • For the election of the Regional Scout Committee,
  • The three (3) candidates obtaining the most votes and following the quota requirement of the committee will be elected.
  • For the Levant sub-region - the two (2) candidates with the most votes will be elected to fill the two vacancies on the Regional Scout Committee.
  • For the Magreb sub-region - the one (1) candidate with the most votes will be elected to fill the one vacancy on the Regional Scout Committee.
  • In case of a tie for the last position, the youngest candidate will be elected.

 

The overall number of votes each candidate received will be published, but since this is a secret vote, you will not be able to see how your or any delegation voted.
