The WOSM Events Strategy is a long-term plan, approved by the World Scout Conference in 2024, to improve how World and Regional Scout Events are planned, managed, supervised, and delivered. It aims to make events safer, more inclusive, more sustainable, and more impactful while expanding access to international experiences for Scouts worldwide.
The strategy was developed in response to lessons learned from recent World and Regional Scout Events, including the impact of COVID-19, changing safety expectations, climate-related challenges, and the findings of the independent review of the 25th World Scout Jamboree.
Implementation is planned in three phases from 2024 to 2030, beginning with improvements to governance, safety, and operations of World Events before expanding to Regional Events and new formats for international experiences.
Safe from Harm is a core element of the strategy. WOSM will strengthen standards, training, monitoring systems, and support for Hosts and Member Organizations to ensure safer environments at all events.
Hosts will receive increased support through:
- Expanded support teams
- Access to experts
- Shared tools and systems
- Training and onboarding
- Knowledge-sharing platforms
- Standardised frameworks and guidelines
This will help Hosts plan and deliver events more effectively.
Yes. The strategy includes reviewing and strengthening bidding processes, introducing clearer standards and requirements, and providing greater support to potential bidders.
Event participation fees are being improved by retaining the World Bank ABCD income categories but introducing additional granularity within each group through percentile-based sub-categories. This means NSOs with significantly different economic capacities are no longer grouped under the same band. The overall event revenue target remains unchanged, maintaining revenue neutrality. No. The strategy recognises that not all Scouts can attend major events. WOSM will explore new ways to provide international experiences, including:
- Digital events
- Hybrid events
- Partnerships
- Cross-border activities
- Jamboree in a Box concepts
- Support for national events with international components
It is a concept where WOSM can provide programme content, resources, expertise, and systems that bring an international experience to national or smaller-scale events.
The WOSM Events Academy is a capacity-building and knowledge-sharing platform that supports the implementation of the WOSM Events Strategy. It brings together Hosts, volunteers, staff, and event teams to strengthen knowledge, share best practices, and build expertise in the planning and delivery of WOSM Events.
The first edition took place in Doha, Qatar, in February 2026 and brought together more than 40 participants from across all Scout Regions, including future event hosts, World Scout Bureau staff, WOSM volunteers, and external experts. Participants explored the full lifecycle of a WOSM Event through four learning tracks focused on Venue, People, Movement and Coordination, alongside core sessions on planning, preparation and delivery.
The WOSM Events Academy will continue to be offered as part of the implementation of the WOSM Events Strategy. Future editions will build on the success of the inaugural Academy and continue to support the development of event expertise across the Scout Movement.
