When delivering a service, should the solutions be lead by the Consultant or NSO?

With sociocultural and economic conditions varying greatly between countries and regions, there is no "one-size-fits-all" solution when delivering a service. Consultants must use and adapt their valuable personal experiences accordingly, as most approaches cannot be “copy-pasted”.
 
Ideally, Consultants will have a number of best practices, frameworks, and models that they can share with an NSO to help them find a solution that fits their current situation and needs.
 
Models or examples are good way to encourage discussions, questions, and creative thinking. Consultants can also use WOSM's vast library of resources to find agreed processes, tools, guidelines, and other information as well as reach out to designated staff at the Regional or Global Support Centre.
