The World Scout Bureau has invested in ensuring tests are carried out to evaluate and guarantee the credibility and neutrality of the system. These tests have been conducted by staff members and volunteers with no stakes in the results so to ensure neutrality of our testing. We also contracted a 3rd party independent organisation to carry out additional verification and testing. Tellers are also appointed by the Conference and Youth Forum to scrutinise the votes.
